<P ><B><FONT face="Times New Roman">B</FONT></B><B>题：汽车保险问题</B><B><p></p></B></P>
<P ><FONT face="Times New Roman"> <p></p></FONT></P>
<P >近几年我国汽车消费节节攀升。而汽车修理铺里，汽车维修、汽车修复、维护与病人看病是极为相似的。所以汽车保险普及全国。某公司只提供一年期的综合保险单，这一年里，若没有要求赔偿，则给予额外补助。顾家（即参加保险的人）被分为<FONT face="Times New Roman">0</FONT>、<FONT face="Times New Roman">1</FONT>、<FONT face="Times New Roman">2</FONT>、<FONT face="Times New Roman">3</FONT>四类。类别越高，从保险中得到的折扣越多。计算保险费时，新顾客通常属于<FONT face="Times New Roman">0</FONT>类，在顾客延续其保险单时，若上一年没有要求赔偿，则提高一个类别；若在上一年内要求过赔偿，如有可能则降低两个类别，否则为<FONT face="Times New Roman">0</FONT>类。顾家退出保险，不论是自然的还是事故死亡引起的，将退还给保险的适当的部分。<p></p></P>
<P >当前，公众观众的关注的热点问题市政府提出实行“安全带”法规，这种法规施行，虽然每年的事故数量不会减少，但事故中的受伤司机和随乘人员肯定会减少，从而医疗费会减少<FONT face="Times New Roman">,</FONT>这是政府预计会出现的结果，从而期望减少保险费的数额。这样的结果果真会出现吗？而这也正是保险公司及顾家共同关心的问题。<p></p></P>
<P >对于采用<B >安全带</B>的法规结果数据统计结果表明：死亡的司机减少<FONT face="Times New Roman">40%,</FONT>遗憾的是医疗费的降低不容易确定下来，有人认为医疗费会减少<FONT face="Times New Roman">20%</FONT>到<FONT face="Times New Roman">40%</FONT>。目前没有一套通用的数据处理系统解决如何减少保险费的数额的问题。以便照顾到公司及顾家双方的利益不受损。<p></p></P>
<P >假设你是该公司的一位年轻的职员，希望你给出一种方法，来解决上述问题。并以下面两样本报为例来验证你的方法是实用的，然后推广到一般情况，并尽快地给出这一问题的答案。<p></p></P>
