标题: 关于题目中SIMULTANEOUS的定义
韦氏词典的定义：
Definition of SIMULTANEOUS
1: existing or occurring at the same time : exactly coincident
2: satisfied by the same values of the variables <simultaneous equations>

我们应理解为exsit还是occur呢？
exsit: 这1000个用户只是在那里，但未必都在用无线电；
occur: 这个区域可能不止1000个用户，但有1000个用户同时使用无线电。
