! d( {* Z* N/ n5 U* y- mforemost, a metrics list is established and refined for further assessment. Secondly, model tests are9 h+ Z. x. Y% ], l3 v" ^
conducted between countries. Thirdly, a predictive model based on the relationship between4 l6 K7 v2 v* t5 w8 |) P
changes and performance is proposed for restructure of the United States health system." p( Z  t2 L- k2 C4 }
Under the guidance of WHO Health System Performance Framework, we gain an insight of the
2 f2 w# R- w0 tproblem. Focusing on the outcomes, health, responsiveness and financial protection, we devise) E1 G. l1 H- ?2 e
metrics to build an index system for evaluat ion. Lists which describe each metric are presented9 k/ j0 P  v* w( }+ T
afterwards. Using Comprehensive Evaluation Method (CEM), combinations of metrics are carried
. @, c+ ?- J; qout, yielding metric o for effectiveness and for efficiency , which are the ultimate goals of A o P" P1 l: G3 f4 U0 ^9 L- V2 U
health care system. With these metrics, we can compare the relative quality of systems. After a* ~/ a  q. P0 j0 |, m! y/ E- J
thorough search of data sources, we refine the metrics list based on data availability, and also
, ~0 L2 ]6 B& P: dpresent the estimating and obtaining approaches.
& x9 O2 M/ z; S2 g6 CFor the purpose of international comparison, Principal Components Analysis is applied to choose
3 O! ?: Z% ^) D% m! d3 @0 A7 jthe most important and viable metrics. Life expectancy at birth, prevalence of tuberculosis,
$ D0 F+ B% Y6 O6 Vimmunization coverage among 1-years-olds and fairness of financial contribution are finally
, l7 F9 P. Y- {  G& m) m. Q. v, K! }selected. Then modified Analytical Hierarchy Process is processed to weigh each metric. The test2 i0 y/ m# o8 G- p2 g1 P
results between the United States and two other countries are showed below:9 [& _7 B2 y; \2 l0 r. d/ H7 x
Investigating the discrepancy between results, we attribute the cause to the differences in devise of
% J2 l/ ~6 v: ^, z' ymetrics and weights in CEM., H4 ~7 M" E4 n7 h, h1 y
Then we propose a novel framework for prediction of restructure. Stepwise Regression Analysis is

Further more, after analyzing the variations of functions, possible policy changes to improve are  z1 d5 Z" Q6 W' V, b
recommended, including strengthening primary care system and conducting a single payer system.% I) u- r! e& g- f) L" I0 G
Finally, the strength and weakness of our models are summarized, as well as two urgent aspects for
) J! C1 o# ?) k2 r6 W) efuture work. The main achievements and contributions of this ** are concluded in the end.
