foremost, a metrics list is established and refined for further assessment. Secondly, model tests are! ], \: f' M; {8 m9 X
conducted between countries. Thirdly, a predictive model based on the relationship between
, J9 Y  p; v- D4 l, L+ Pchanges and performance is proposed for restructure of the United States health system.1 P) A5 R1 S  P' m. a: a
Under the guidance of WHO Health System Performance Framework, we gain an insight of the
6 U- _/ Z/ a+ Cproblem. Focusing on the outcomes, health, responsiveness and financial protection, we devise% y9 y% }/ b: J0 Z. P# H
metrics to build an index system for evaluat ion. Lists which describe each metric are presented
0 K7 B4 ?5 t9 m1 c4 n( X% ^8 H- Xafterwards. Using Comprehensive Evaluation Method (CEM), combinations of metrics are carried
9 i" J! J; Q- ]out, yielding metric o for effectiveness and for efficiency , which are the ultimate goals of A o P
+ b" p2 E# R8 I# Y7 m/ b( Mhealth care system. With these metrics, we can compare the relative quality of systems. After a
+ m: w0 T+ z6 ~+ N! ?thorough search of data sources, we refine the metrics list based on data availability, and also3 S6 p7 `/ i( j7 s/ q% l
present the estimating and obtaining approaches.1 z; C0 W% z, l& u. f+ m2 j
For the purpose of international comparison, Principal Components Analysis is applied to choose. j+ t& L% ^  _$ H6 K; X
the most important and viable metrics. Life expectancy at birth, prevalence of tuberculosis,1 ^2 {& l: p+ P. u" g2 `
immunization coverage among 1-years-olds and fairness of financial contribution are finally# E2 H4 U; N7 S0 W
selected. Then modified Analytical Hierarchy Process is processed to weigh each metric. The test! r) u8 Q) |& @1 ]/ i8 r; P
results between the United States and two other countries are showed below:
1 T' B$ L1 W! ^2 `2 f; X) t# aInvestigating the discrepancy between results, we attribute the cause to the differences in devise of6 Z' x8 r+ q6 m8 K
metrics and weights in CEM.

introduced to find the relationship between the major contributing input factors and outcomes.

future work. The main achievements and contributions of this ** are concluded in the end.
