Social attention has been increasingly paid to health care systems varied in effectiveness and
1 g1 k0 A$ C% Z5 b6 ?) K# m3 u1 p7 Fefficiency. This ** addresses the assessment and prediction of health care system. First and" N1 x" v6 x: @4 O. Q
foremost, a metrics list is established and refined for further assessment. Secondly, model tests are4 [8 e1 q7 {/ l( d' J( m& ?) L. {4 p
conducted between countries. Thirdly, a predictive model based on the relationship between2 k% [0 h; T7 r
changes and performance is proposed for restructure of the United States health system.
! \+ N0 k  R  \: ZUnder the guidance of WHO Health System Performance Framework, we gain an insight of the- W/ |% u( x) x$ P) B
problem. Focusing on the outcomes, health, responsiveness and financial protection, we devise
  f7 X2 ~. {. D% U# c1 d4 k* @metrics to build an index system for evaluat ion. Lists which describe each metric are presented% [0 w8 v' @/ I3 U% `8 u" A
afterwards. Using Comprehensive Evaluation Method (CEM), combinations of metrics are carried  d3 X; n2 ?- a: C. Z% ?1 Y: M% `
out, yielding metric o for effectiveness and for efficiency , which are the ultimate goals of A o P- d1 H4 _- r. Q  R3 d" U) J
health care system. With these metrics, we can compare the relative quality of systems. After a0 l; w9 X8 ?' M5 X3 D
thorough search of data sources, we refine the metrics list based on data availability, and also8 b$ e; T& |4 k2 V& o6 |
present the estimating and obtaining approaches.
5 Q3 F' a8 q  g) V  T! ?For the purpose of international comparison, Principal Components Analysis is applied to choose
2 G5 ?# K% b' c2 P. athe most important and viable metrics. Life expectancy at birth, prevalence of tuberculosis,
0 f$ g# E  Z: @% p+ |! d4 ?; Bimmunization coverage among 1-years-olds and fairness of financial contribution are finally8 z, ~6 J% P( R# N
selected. Then modified Analytical Hierarchy Process is processed to weigh each metric. The test
/ M3 s3 q( I8 D$ V& j$ H2 Presults between the United States and two other countries are showed below:

Then we propose a novel framework for prediction of restructure. Stepwise Regression Analysis is8 c- {& y9 A9 m- u) H: a  @
introduced to find the relationship between the major contributing input factors and outcomes.

recommended, including strengthening primary care system and conducting a single payer system.
7 W% D( {, ?1 R8 H9 G9 YFinally, the strength and weakness of our models are summarized, as well as two urgent aspects for
$ w4 u' }  ^  h8 G& Efuture work. The main achievements and contributions of this ** are concluded in the end.
