Social attention has been increasingly paid to health care systems varied in effectiveness and
* Y! b  l9 |/ ?( g; yefficiency. This ** addresses the assessment and prediction of health care system. First and, V! d+ ^& \) i5 x
foremost, a metrics list is established and refined for further assessment. Secondly, model tests are
: }$ J2 e5 F$ Z2 q& Hconducted between countries. Thirdly, a predictive model based on the relationship between& P/ R/ R) L0 p3 Z' i
changes and performance is proposed for restructure of the United States health system.$ C  h" A% T/ x* w3 _9 S, U3 P
Under the guidance of WHO Health System Performance Framework, we gain an insight of the: ]! o" F5 ]5 _) Y& W2 \
problem. Focusing on the outcomes, health, responsiveness and financial protection, we devise3 o# i1 E/ m8 E# J
metrics to build an index system for evaluat ion. Lists which describe each metric are presented
/ _- N- m$ C2 O. t' ^afterwards. Using Comprehensive Evaluation Method (CEM), combinations of metrics are carried
. |; F5 @+ m+ e& Eout, yielding metric o for effectiveness and for efficiency , which are the ultimate goals of A o P- W$ @$ ~) \% T- I; k) j
health care system. With these metrics, we can compare the relative quality of systems. After a
& |+ h! W$ o( K; R  @4 ~thorough search of data sources, we refine the metrics list based on data availability, and also  ^7 Q1 l# l" q+ A6 e" R
present the estimating and obtaining approaches.  O' M* t8 _# Z1 \/ M
For the purpose of international comparison, Principal Components Analysis is applied to choose
( k" Q9 O9 Z0 u1 K2 Lthe most important and viable metrics. Life expectancy at birth, prevalence of tuberculosis,
, M' v0 E3 a- F. X- |% mimmunization coverage among 1-years-olds and fairness of financial contribution are finally) l# M5 I; J: C+ |
selected. Then modified Analytical Hierarchy Process is processed to weigh each metric. The test
  t+ F' A( @, b, t, ]results between the United States and two other countries are showed below:
1 X7 M1 C4 \* g' ]Investigating the discrepancy between results, we attribute the cause to the differences in devise of
% {$ P$ P8 M7 C) V' w. X( Emetrics and weights in CEM.
/ h# V& D5 L; D/ C6 W6 o8 MThen we propose a novel framework for prediction of restructure. Stepwise Regression Analysis is; t* Q. F8 M& @/ A6 l$ I* i+ W
introduced to find the relationship between the major contributing input factors and outcomes.

Finally, the strength and weakness of our models are summarized, as well as two urgent aspects for5 `  c$ o+ K& p* R' v
future work. The main achievements and contributions of this ** are concluded in the end.
